How to hire foreign workers in Serbia: a 2026 guide
What every employer should know before hiring workers from abroad: hiring models, permits, timelines and practical tips.
Two ways to hire a foreign worker
A company in Serbia can hire a foreign worker directly, as their employer, or through a licensed temporary employment agency, which acts as the employer and assigns the worker to the company. In the first case the company handles selection, paperwork and the permit procedure itself. In the second, the agency takes all of that on.
1. Define your needs
Specify the role, headcount, required experience, duration and work location. This determines which country is the best source of workers and what timeline is realistic.
2. Selection in the country of origin
The biggest risk is choosing the wrong candidates. That is why you need a trusted partner on the ground and experience checks before departure. We bring workers from Nepal, India, Bangladesh and Turkey.
3. Visa and single permit
Since February 2024 workers receive a single permit for temporary residence and work, filed electronically. If the worker needs a visa to enter, they first obtain a D visa for employment. See Work permits in Serbia for details.
4. Accommodation and arrival
Agree on accommodation, transport to work and reception in advance. Good organisation in the first days greatly reduces drop-outs.
5. Onboarding and support
Workers need clear training, a contact person and help with everyday questions. A satisfied worker stays longer, which is the biggest saving for the employer.
Common mistakes
- Starting the procedure without checking the visa regime for the worker’s country.
- Choosing candidates without verifying experience.
- Leaving accommodation and costs undefined before arrival.
- Working with an agency that has no ministry licence.
Employer questions
Is it cheaper to hire directly?+
Direct hiring has no agency fee, but the company bears all the time and cost of selection, paperwork and administration. Through an agency you pay one service and get workers without that burden.
How many workers can I hire?+
The model itself does not limit the number; it depends on your needs and permit requirements. We tailor the offer to the headcount.
How do I check an agency?+
A temporary employment agency must hold a licence from the ministry responsible for labour and be registered with the Serbian Business Registers Agency (APR).
